New Delhi: In a bizarre and outrageous move, the largest online payment and money-transfer service in the world, PayPal has stopped all personal payments to and from India, affecting the lives of millions of Indians, who always relied on its service to get money from abroad.

Without giving any reasons or notice, PayPal reversed all personal/gift payments to and from Indian accounts, which came as a shock and surprise to all. The company did not even bother to explain why this happening.

A large number of people, especially the software developers, coders, freelance writers, journalists and other service providers are worst affected. In some cases, PayPal is robbing people off some money, saying it's simply reconversion.

According to Rajesh, a freelance writer, based in New Delhi, he received some funds online and immediately asked for a withdrawal of $1,100 (Rs 49,206) from PayPal to his bank account.

While the money transfer was still pending, PayPal reversed it and sent the money back to the original sender. During the re-conversion, the amount Rs 49,206 became $1,022 - a loss of $78, which is not a meager amount for anybody!

When Rajesh contacted PayPal, saying if $1,100 becomes Rs 49,206 during conversion, how it becomes $1,022 during re-conversion in less than 24 hours. PayPal offered an explanation, saying that is the normal procedure. Absurd or not?

Many people having personal and business accounts are witnessing the same problem. While the 'Goods' and 'Services' are said to be working, some people complained that even those payments are being reversed. Some business accounts are also reportedly affected.

People are bearing huge losses due to this glitch. Some of them are going to file lawsuits against the company and some are planning to seek further information from the government under RTI, as some reports said that it could be somewhat related to a problem between RBI and PayPal. However, there is no confirmation yet.

PayPal is an online payment and money-transfer service that allows you to send money via email, phone, text message or Skype. This is the easiest and best possible method to send and receive money across the globe. It also does not come under the RBI's purview, although transfer of money to your bank accounts will be monitored.

There is a huge outrage in India over the issue and PayPal needs to step in to restore confidence among its trusted customers. As a goodwill gesture, PayPal should compensate the users for their losses incurred during the reversal and reconversion. If it does not, it would be seen as a company with evil intention.

Here's the Email sent by PayPal to the account holders after a payment reversal:

“Your payment of xxx has been sent back to the sender of the payment. We reversed this payment because we have stopped allowing personal payments to be sent to or from India.

 “If this was a payment for a purchase of goods or services, and not a personal payment, then you may contact the buyer and have him or her resend the payment as follows: (a) click the Send Money tab, (b) select “Goods,” and (c) provide a shipping address.

“If this payment was a personal payment such as a gift, then we have requested that the sender find another payment method until we restore personal payments to and from India. We are trying to resolve this issue as quickly as possible and we’re sorry for any inconvenience.”

I got credited USDs which are deducted while reversed withdrawals.
Keep patience every one will get their deducted money which are deducted while reversed withdrawals.

I made a withdraw of $280 to my indian SBI bank account on 9th Feb..But still i do not have money in my account though in my paypal account it says completed..I contacted paypal but they are not giving me right solution.

what should i do? please suggest.

When one of my clients advised me this morning of this problem I was confused. I have had paypal freeze my account one time but it was only a day or so.But a whole country?
When I read this article, very well written by the way, I think I understand. What I think is happening is that many Indians are using the personal option to either hide their businesses because they are not above board or they are using personal accounts to avoid business taxes. When I send money to one of my employees (I own DTA Creative Writing), I always check services not personal. Why? Because it is NOT personal and indicating that it is is unethical and Im sure illegal.
If this is not the case and paypal is engaging in underhanded tactics then there is legal recourse in U.S. Courts. Paypal may not be a bank and bound by banking regulation but they are a business and are subject to the U.S.Code and the Uniform Commericial Code (UCC). Simply put no business can sieze control of someones money without the bare minimum of advance notice and written reasons. I am fairly sure that they cannot without a court order.
Another note on the transaction fees being charged, paypal said that they were charging me but never did.
Like the gentleman above, I think there is much more to this story than meets the eyes.

many are affected, including me, but i have trust that PP would do something about it soon.

i have just now withdraw 200$ to my bank. i hope i get it and not reversed like the eg. u gave.

I got same problem as Rajesh had.

I got USD 577 in last few days. I have also requested to withdraw money in bank account. See what happens !!!!!!

Paypal canceled all my withdrawal requests and credited USD 542 and reversed to senders.

I got credit of USD 542 instead of USD577. Even if withdrawal requested are not completed (Deducted exchange rate fees). But how can they deduct exchange rate fees even if transactions are not completed and money are sent back to senders.

Now I have negative balance. And I like that balance will become positive by deducting from credit card.

Who can tell that paypal is safe way payment method ????

Issue not yet resolved:

8th February, 8-30 PM

Just made another call to Paypal customer care and had a chat with Supervisor too. They are having technical issues and developers are working on it. They are telling that issue will be resolved this week.

Hello. I am a US lawyer and am thinking about offering my services to pursue a remedy against PayPal. I also am in need of some solution how to get my money back from PayPal. All my money caught in PayPal and I sincerely need this money for my living expenditure.

At least they have to inform all their customers about this activity. For me I lost $30 in transactions. They are charging money even if there is no mistake from us.

Please give some information on how to charge a legal action on PayPal.

It looks like, PayPal getting benefited because of this activity. If a $1000 includes a transaction fee of $79, then how much it will be profit for PayPal where most of the users for PayPal are Indians.
